A meeting chaired by President Shavkat Mirziyoyev discussed the financial sustainability of water utilities and improving the sector’s investment climate. A new $1.3 billion programme for drinking water and sewerage is being prepared.
Tariffs to be restructured
Proposals include separating water production from distribution and creating a central bulk supplier selling water to regional utilities at a single wholesale tariff. An Interagency Tariff Commission will be set up, and a unified tariff for public institutions is expected from 1 April 2027.
Smart water management
Billing will move fully online and city consumers will receive meters with remote data transmission. SCADA, GIS and telemetry are expected to cut water losses from 35% to 25%, alongside AI-based projects.
Since 2017 investment in the sector has risen almost tenfold to $2.7 billion, and the share of the population with centralised water supply has grown from 63% to about 83%. The target for cities is 90% water-supply and 80% sewerage coverage.
