A draft government resolution published for public comment by the Tourism Committee would restrict foreign tour operators from selling international packages directly to Uzbek citizens.

Two models

Foreign companies would either partner with a local tour operator licensed for outbound tourism or set up their own legal entity in Uzbekistan and obtain a licence. Local travel agencies could not sell foreign operators’ packages without a licensed local operator.

Digital channels included

The rules are expected to cover sales via websites, social media, mobile apps and online payment systems. A package sold in breach of the rules would be treated as unregistered on the National Tourism Platform.

The local operator would be responsible to the tourist under the contract: it would register the package on the platform, pay the guarantee fee and issue an electronic tour code. The rules are still at the draft stage.
